The controversy over the facts surrounding his immunity is fascinating. There are a lot of fine points about where and when diplomatic notification was made, and some gray area in a generally black/white Vienna Convention issue.
Serious bummer about the guy on the bike. People do get killed in Pakistan in traffic all the time...they have a pretty well-developed system of monetary compensation for things like this, and the American government has payed out in the region for incidental death before. Assuming the drivers had uncontested diplomatic immunity, there can be no local prosecution without consent from the sending country, just like if a Pakistani diplomat ran someone over in the US.
