It looks like just a small part of a support weld broke. I don't think it's anything serious but you should still get it checked out. They probably made a small mistake while welding. I think you could still ride it but without huge drops and such. I agree with seeing you're lbs and sending it away.

In these pics from the right side of the bike is the paint flacking?Send these pics to RockyMountain and try and tell them they should send you a new frame to your lbs and they should cover the cost for your lbs to transfer all the parts.Design and workmanship is the problem.The weld never had the proper penetration.A weld should never fail before the material does.
