Need help w/ LX rear derailleur install

So, I am trying to put a Shimano LX 9-speed rear derailleur on my '01 Stinky. I've screwed the derailleur into the hanger and hooked the cable into it. I tried changing gears (w/ no chain at this point) and I can't even get it to go up to the 8th gear out of the 9 available. Feels like cable is too tight, but even with no cable and me just manually pushing the cage up, I can't visually get it to the 8th OR 9th sprocket. Any ideas? Am I just doing something incredibly stupid (totally possible since I haven't wrenched on my bike in a long, long time)?

yeah try the L screw or mess around with the barrel adjuster. If the L screw is right i always find it easiest to just keep adjusting the barrel untill it shifts all the way up. Sorry I can't be more specific I can' remember what way you turn the barrel to get a certain result without actually being at my bike doing it.

I'll bet limit screw. Start fiddling with them, you should be able to see the deraileur move towards those gears when you are turning the correct on the correct way. Was the lx new? Does it shift too far in the other direction? Look at the chain line. It could be bent. If so, bend it back as best you can
