new fork/head set questions

long story short i got my new fork, and included was the lower race (i dont know if im using the right term, so the race that snaps onto the bottom of the steerer). so the race they sent me looked used, or improperly made. it doesnt snap on like its supposed to, it just slides on. not good right?
so...
-are there different sizes of races or are they all the same?
-when i buy a new head set does this come with it?
-why the **** doesnt the world want my fork to work?

different headsets require different races. the new headset will come with the appropriate lower race.

i dont know, i got a marzocchi dj3 and there was a little baggy in it with the race in it

edit. they may have sent back my old one, i didnt take it off my mz when i sent it.

I really like some of the newer races from FSA and such that are split ring, which means no tools required to mount it!

If your race slides on w/o banging, and there isn't a slit in it allowing it to expand, then you need a new one or your steerer is messed up.
