Next week I'm going to bite the bullet and replace my road frame. I'm kind of doing it on the cheap, so I'm planning on using the old parts on the new frame... they are still in good shape and are plenty good for me, so...

Old frame is a steel Jamis Quest, new frame will be a Soma Smoothie (also steel). What parts likely won't fit or should be replaced with the frame?

I assume headset and bottom bracket... gotta check on the fr der and the seatpost, anything else? I want to avoid having to place multiple orders and turning this into a month-long project

If you were going from steel to alloy, it might be different, but probably a good chance that most will fit. I didn't look up either bike, but do both have the same front derailleur mount? I.e. braze-on or clamp on? If it's clamp I bet both are the same size, steel tubes and all. And if both use a standard headset, it should move right over.

As James said, front derailleur needs to be checked, but its pretty likely to be the same. Unless the Quest is pretty old and has a 1" or threaded headset, that will be the same. Bottom bracket will probably be the same too with the same crankset, since I assume both are 68mm shells and there's nothing strange going on. Brakes should both be standard reach models.

Just as an anecdote, I moved parts from a road to a cyclocross bike maybe 7 years ago and then (though a lot of the stuff had worn out and been replaced) back to a different road frame this year. Went from alumimum to aluminum to carbon/aluminum from different manufacturers. Barely had to buy anything each time. Moving parts from the cx to road bike I had to get headset bearings and a new front derailleur (different clamp sizes due to carbon seat tube). Other than just just bar tape, cables and stuff like that.
