So my cane creek s-2 is loose

i tightened it, didnt tighten it all the way
there is still some play to it

I have replaced a headset once on this bike, I know the headtube is not ovalized, and the steerer tube doesnt have a ring in it.

my question is, should I drop the cash and get a new headset, or get a headlock

if it helps the bike is a 04 enduro pro, manitou sherman flick 1 1/8 threadless
i ride dh, dj, xc, pump tracks

thanks

Make sure your headtube isn't bottoming against your headtube cap. If it is, you may need to add an extra headset spacer under your cap. If not, assuming everything is assembled properly...a headlock may be the way to go. If you ride the bike hard, and don't have the added clamping force of a dual crown to keep everything tight, a headlock certainly won't hurt.

$100 says that your top cap is bottoming out on your steer tube (did you take it apart and forget something? or change stem or fork or...?).

If you cannot get the headset tight to begin with, no other type of clamp is giong to help. A headlock will help keep it tight, but will not allow you to tighten it any more that the standard star nut.
