No, it's for mounting the old AC chainguide. The Giant DH frames at that time had hard mounts for them.

It's pretty tanky, yeah. Rides decently well, with a rearward axle path.

Frank, the Giant team mechanic/manager gave it to me. I used to help him out a lot at races tearing down the rig, etc. He actually only gave me the front triangle, I guess it was a spare for Myles, size L so it fit me, and I got the rear end from the guys at Giant Canada when their front end developed a crack. Funny. I have some of Myles' old Mavic/Michelin "Le Systeme" wheels too, which are kind of cool.
