Yes, Clinton was very active internationally, as I think any president should be. But the scale of the deployments pales in comparison to Bush. Clinton leveraged international alliances and diplomacy to limit the size and necessity for military intervention whenever possible. Even in Somalia and Kosovo, we didn't go in as a unilateral force.

Compare the number of personnel deployed, rather than the number of deployment events.
