Joaquin Miller Park in the Oakland Hills has a couple of sweet downhill runs but they are on multi-use trails so you have to be on the lookout for hikers and the occasional equestrian. This park has some of the only legal singletrack in the East Bay and is a sensitive area. If you ride there be very respectful of other types of trail users.
 
Couple trails in Briones... but ya gotta pedal to get to em, Lime ride has 2 fast flowy single tracks, and a huck zone. Mt. D has Devils elbow which is sick. I have a secret trail out in Martinez which is boss but needs to be cleaned

Rockville in Fairfield is also a pretty good place to hit some short legal downhill sections. Similarly, you have to pedal to get to most of it.

There are lots of parks with lots of downhill-type runs. It's all pretty sensitive since any place you can ride your bike, people can be hiking or riding horses.

Chances are if it's fun, it's illegal.
