Chains and rings tend to wear together. Especially if it's a ring you use a lot. I've never had shifting problems in the front from a new chain/old ring combo though, usually it's in the back. If it's only catching at one spot, could your ring be bent?

i know exactly what you're talking about. it's probably grabbing right at the little pin. i bet if you ride it, it won't shift at all.

i say check alignment, check limit screw, then tighten cable.
 
It does shift when I ride it. It just dosn't do it well or fast. Though it does shift in to the the middle ring. Alignment is good an the limmits are set.

I felt the ramps and they feel rounded off and the pins are that used too stick out at the top of the ramps are flush to the ring.
