My friend said I could get it done for 15$ but Im not so sure on that.

Try not to go bargainbin when building wheels. You'll be much happier with a great wheel-build that was moderately expensive, compared to a cheap wheel-build of crappy quality.
I got my friend to build me a wheel for 25$ and free spokes.
There you go that should work fine it will be nice to ride again.

I have a rear brake!
I will have my rear brake soon + i have a front wheel.
Oh and my front brake is better then both your brake.
I rebuilt my whole wheel (labor spokes & shipping for 35$)
