I want to convert a Jr T w/ QR to Bolt On so I can run an 8" Hayes rotor on the front.

How do I do it ?

You don't need a bolt to put an 8" adapter on.

What he said. I think the issue with QR/8 inch rotors only applies to certain forks. I know that for foxes, this voids the warranty. Manitou doesn't reccomend it as well, but Marz is fine with it. I called them when I got my P.2, as it comes with a stock QR/8 inch setup, they said it was fine, and I had no problems with it. Do it.
