OK, so this has bothered me for a while.

When the phone rings when im calling someone, it rings, then at the end of the ring, it beeps. What does that beep mean?

if it is the ring before the answering machine it means that the answer machine just picked up

No, it's on cell phones. It is every ring, it beeps directly after the "ring" noise.
