The Raw image is completly unsharpened, so I typicaly crank the sharpening up to 50% before opening it into Photoshop, then after any resize and before I print I run Smart sharpen.
well the way i understand it, sharpening is a destructive/irreversible process, what i do is do all my editing/tonal & color corrections on the full-size 16bit PSD file, save that, then convert to 8 bit and downside the image, and then sharpen.
that way, i've got the full-res PSD file to go back to and do any tweaks if i want to have anything available for prints or additional jpgs.
not sure if this is the best way, but it works pretty well so far.
