I have a Diamond Back Skin Dog. It needs some work, is it a decent bike I think its an 04 or 05. I want something for dirt jumps, random goofing off.

Maybe - I am wondering if its a good bike. There might be a pump track in the works. Its feel heavy though. I am just wondering if this is a good bike or should i find a needy neighborhood kid and start shopping for a DJ 26in.
26" fo sho
24" might be something to consider as well, a little more fun to toss around then a 26" but not as twitchy as a 20"

Go through the classifieds on here and Pinkbike.com
There are lots of good buys. Look for Transitions TOPs, Tonic Fallguys, USB Mollys, Black Market MOBs, or whatever suits your taste. I just popped on the classifieds in both spots and found a ton of stuff I would be interested in if I didn't have a bike.
I realize you want cheap, which is fine, just realize if you can spring around $700 or so you might get something really good. Zach Danks TOP is around the price and would be a steal.
