I plan on replacing my generic giant rainier stem with a titec knucklehead stem but I want to make sure that I get one with similar measurements.

I measured the length from the center of the headset cap to spot where the face of the stem attaches to the main body of the stem. It came out to 115mm

It has some elevation too though and I don't have any way of measuring it.

Does anyone know the actual lenght and the rise?

length of stems is measured center to center, that is from the center of the steer tube clamp to the center of the handlebar when clamped. The angle the stem makes with a line perpendicular to the steer tube is its rise. Check the Thomson stem website and look at the drawings. That'll tell you where the measurments are taken from.
