Victor is the edge of the Rochester area suburbs. Once you get South/Southwest of Victor it's the start of the Finger Lakes region.

My aunt and uncle built a trailer park in Palmyra in the 50's and 60's. My dad's family are from Rochester. I always thought that's Upstate... correct?
It's all upstate, just a bunch of different flavors.

You go with what they say. As far as we the folks that live in Western NY we disagree. We think we are distinctly different then folks who live upstate. To me if you can take the Commuter train there from Grand Central it is Upstate. It even says so on the sign that directs you to the tracks that services those lines. Even the ones that stop in the Bronx.... Its kind of like all the Yinzers in Pittsburgh that live in Washington County think they are separate from Pittsburgh because the Bus doesn't go there....
