Had the opposite happen at least twice to the work truck when I was in PDX. And this was done by "qualified" individuals.

IIRC it was caught by the mechanics traveling to wherever before the truck was ever restarted. Flat bedded to a shop where the tank was dropped and drained. I assume it was covered by the offending gas station/insurance.
edit: to add to the idiocy of the whole practice, if you happen to be riding a motorcycle, the attendants won't touch it, but they still have to come out and turn on the pump for you, and then hand you the nozzle. I loved my time in Oregon, but the whole gas situation was beyond absurd.
How the actual fuck does one accomplish this task?
Or you could just get married.
