What am I missing?

Is the other side seized? Something else that would prevent removal and replacement or cleaning / new bearings
The fixed cup is missing. I cannot get the Cranks off as they have welded themselves to the spindle. Do not have a replacement for either.....

Pretty sure the fixed cup is on the drive side, i.e., still on there.

Assuming you already tried a crank puller? If so, did you strip the threads on the crank arm? If that's where you're at, the crank is toast. You could try heating it up, partially threading a crank bolt in on the drive side, and hitting it with a punch and hammer. That'll usually push the bb out of the fixed cup. Once that happens, hold the crank against the cup (not the frame if you can avoid it) and keep hitting that bolt, and you should break the seal between crank and axle.

Or yeah, a torch or grinder. Report back!
