People used to lace/twist spokes like that to stiffen up wheels. It keeps the spokes from moving as the rim flexes so essentially prevents that flex.
I build a wheelset like that back in the rim brake days. Twisted all front and left rear spokes. Together with the high flange hub the front wheel was solid. Disadvantage is that the spokes will settle for the first 10 rides or so and have to be tightened again after every ride. Would not do this with disc brakes but was considering it for a road wheelset not to long ago. However, I think Tune's wrapping the crossing spokes with carbon fiber is more elegant and has a similar effect.
