They got a SHITLOAD of late snow, and some local gauges reported 3 inches of rain - some of that presumably on all that snow... which spells disaster.
something similar happened in buffalo a few years ago. foot or 2 of snow followed not too long after by substantial rain

It happens here from ice jams during a thaw. Snow melt and rain without ice are not a problem. Specifically Buffalo Creek and Cazenovia Creek.
