You're gonna miss them if you know what's comming. Hollywood seriously went bananas for stupid young adult stuff. Though to be honest given the director I'm curious about that twilight where instead of vampires you have zombies (yes seriously - a zombie love story)

What that article says is not the same as what that earlier picture shows.
The way I read that is that Welfare costs the state 178 million, not the drug testing. The real take away I think is the difference in the numbers of welfare recipients on drugs vs. the number in the "regular" world.
