Can you get negative miles to the gallon??
If you move West in any vehicle below 1070 miles/hr at the equator, the sun position mpg is negative.

In a real answer, look at top fuel dragsters, many many gallons for a 1/4 mile
Even worse if you stop to pee or get donuts and breakfast sandwiches.
The answer is no - that's fractional mpg. Of course if you were driving up a hill and lost some of your engine's cylinders you could start rolling backward under power given the right situation.
Nissan could've made this commercial more truthful if they set it at the poles:

As to simplify the original response, most people consider a vehicle that is rated at gallone per mile to be a negetive of miles per gallon.
