I think you'd need two tests, for determining if you're connection really works.
One would be to ping something by name, this would test whatever dns server you're currently using, because without it, the internet only sort of functions. Of course the site you're pinging could go down, so there is a margin for false reading there.
Second test would be to ping the next hop that your ISP provides.
Or maybe a better test combining both would be Trace route to a reliable address. Or a few...
