Rear Tire Won't fit

Newbe here,
I am trying to build a dirt juper out of a Haro Steel Reserve 8 frame that I bought on ebay.
I tried to install a 2.2 rear tire but it rubs the frame badly. I checked the tire size that the bike comes with from the factory before buying this tire. I can't imagine the tolerance being that much between brands or styles. So does this frame have a manufacture's defect? It rubs the bars that attach to the bottom bracket. It's just too narrow. I have a Specialized P2 and it has way more clearance than this.

I found another stat saying the reserve 8 uses a 2.3 rear.
I did not have the exact tire locally and I can't risk buying another tire that doesn't fit.
It just doesn't look like it was made for even a 26" wheel. More like a 24"

OK I set another wheel on with a 1.95 hardrock on and it still touches the frame.
This can't be right. I sent an email to haro with pictures showing this tire.
