I need to buy a gift for a friend and he likes cigars, but I don't know anything about them what are some good brands that are not super expensive?

Cigars are like coffee, there are dozens of verieties from mild to strong, and different ways for each type of tabaco to be rolled, producing a different flavor. If you don't know what type he likes I would get him a sampler. check out http://www.cigarsinternational.com/mcatDisp.asp?cat=6 they have several different sample packs. Of course an authentic Cuban Cohiba, or Romeo Et Juliet is great, but nearly impossible to find
My brother enjoys monte cristos.
If you can find some Fuente Opus X get 'em. They are expensive but quite good.

Anything from 7-11 seem to work well.
Any of the Romeo y Jullietta, or a Macinudo's are all good, if you want something smooth and sweet, Then John t's Crowd pleasers are really nice, speciallt at 5 bucks

blueberry blunt wrappers don't count as cigars.
CUBANS are always the best but you're not going to get a box of good Partagas Habana Churchill Deluxes for under $175 a box bootleg.
Sorry I can't help you find them. It would be illegal to so so. But I have had them and I can say it's the best cigar I have EVER had in my life. When Castro dies, I'm on a plane to Cuba just to pack my suitcase full of cigars and come home the same day.

Fuente's in general are good. I've never been dissappointed.
Upmans, and Romeo Y Juliettas are good, but watch out for counterfeits, there seem to be a lot of them out there for these brands.

I, also, prefer the Macanudos if I am going to be spending ~$5-10 per cigar. I can find them at a more reasonable price more consistently and fresher than any other decent brand around here. I have tried almost everything under the sun from the Arturo Fuentes, Upmans, Montecristos, Partagas, Romeo y Jullietta, CAOs...you name it. I started smoking cigars during late high school to get me off the nasty cigarettes and have continued doing so ever since. I have smoked both here and abroad, where you can find Habanos like Cohibas, etc. for a reasonable price. I used to buy the Cohiba Habanos in Germany by the box and although very good, they're certainly not worth what people pay for them here in the States just to be able to wave them beneath the elevated noses in the humidor room of various cigar bars and VIP rooms throughout the USA.
By the way, a good gift for a cigar smoker doesn't HAVE to be a cigar. Related accessories make fine gifts, like humidors, clippers/knippers, pipe-n-cigar lighters, lead crystal ashtrays, air-filtration/ionizers/ozone generators, etc.

A really nice Cigar if your wanting specifics, Macanuda Hampton court is about 10 bucks, Decent in size, without being too Big to handle, get a nice smooth Pull, never harsh. Can find them most anywere. If your just not sure after all this, just go to a Golf coarse clubhouse, they usually have alot of goodies there
