Here is the deal, I was going to buy a Garmin 750 and a wireless powertap wheel for the road bike, but I had to dump a load of money into my truck this month and that wiped out that cash. I'm looking for a good heart rate monitor in the $100-$200 range. I don't care much if it does cycling specific functions, but I would like it to register zones, track time in zones, and be downloadable. I was thinking about this Polar unit

I love my Edge 705. A bit out of your price range tho. I would save up if I were you. The Garmin site is pretty cool too. Check out my log here.

If that's your price range, I'd consider perhaps the Edge 305. Has what you're looking for, the kicker is that it's a hair over $200...but it seems a little better than a watch-type computer. Plus it uses GPS for your speed, etc, which means no sensors to zip-tie to your bike.

So wait until next month!
Come on, you know you're going to end up with both of those things in the (probably near) future, might as well skip the middle man, it'll save you in the long run!

I have a Polar CS200cad that I have had for a few years and it has been great. The Polar chest strat is the most comfortable on that I have used. I had an Edge 705 for a few months and sold it becasue I 1) don't have a PT yet and 2) never used the GPS.
