Consensual as adults, yeah. And honestly, even though it might make for genetically ****ed up kids from time to time, I think two consenting adults of any stripe should be able to get it on without government involvement of any sort.
The real issue in this will be looking back to the past and seeing what went on long before she could be a consenting adult.
There's also a legal school of thought that says a child can never actually meet the definition of consent with a parent due to the power relationship at any age, but I kinda think that's bs.
