Could 8/9 speed shifters work with a 7-speed freewheel, or would the indexing be all off? I ask because I'm slowly upgrading my bike, and need new shifters, but can't afford to get new wheels, drivetrain and shifters all at once.

I'm not totally positive, but I was told that 8 speed shifters can still work ok with 7 speed drivetrains but not 9.
My opinion, slowly save the money for all at once. Trying to piece parts from different drivetrains together just isn't going to be smooth like they're meant to be.

Just FYI, you can use 9 speed derailleurs with 8 speed shifters and cassettes.
