I would think that'd be normal wear and tear for a cheap headset.Just riding along.
I had a crack in the upper cup of a cheapo head set.
If the headset is loose you can damage the headset and flare the head tube for double the fun. You could also flare the head tube if the headset is cracked.How the hell do you break a headset?

Funny, I've broken more hubs than anything else...four, I believe. (chains don't count)I've broken everything beyond repair except for:
- Myself (close calls not-withstanding)
- Handlebars
- Brakes
- Hubs
- Rear Cassette
- Stem
Everything else has met it's end in quite violent manners...
Whacky...but then again I run 72pt hadleys....I still have a couple 108's laced up too....boy...that's a sweet rear wheel...Funny, I've broken more hubs than anything else...four, I believe. (chains don't count)
