On the back of the box it says:
"This Belkin PC monitor cable connects a PC to VGA or SVGA monitor. Designed to work with monitors smaller than 17", this cable can also connect switchboxes that require a straight through, male-to-male monitor cable."

It was probably manufactured back when 17" was the biggest monitor a consumer was likely to buy.

It was probably manufactured the same as another cable that cost 3 times as much but was packaged for use with monitors larger than 17". The jokers at Best Buy and Circuit City would help customers select the right cable by reading the package and saying they have to buy the more expensive one.
