TUCSON, AZ - City memos show a veteran firefighter refused to respond to last month's deadly shooting spree in Tucson, citing "political bantering."

The memos say Mark Ekstrum's actions slowed his Tucson Fire Department unit's response to the incident that left six people dead and 13 wounded including Arizona congresswoman Gabrielle Giffords.

Ekstrum was part of a team specially trained to handle large medical emergencies. The 28-year veteran retired two days later while his supervisors were still considering how to discipline him.

The internal city memos were obtained by the Arizona Daily Star in a public-records request.

Ekstrum was contacted Wednesday by the newspaper about the incident. He says he was distraught over the shootings and has no problem with Giffords, who's recovering from a bullet wound to the brain.
