I highly recommend going to your LBS so they can get it in straight and at the right depth. Yes there is a special tool, but you can do it without, it just probably won't be straight and work like crap.
I know all the mechanics are going to cringe when they hear this, but I installed one with a hammer and a hex wrench. Works fine, I've never had a problem with it.
i use a 12 inch screw and attatch the star nut and hammer the screw in and then unscrew the bolt and you are done. Sometimes I have pre-bent the initial flanges to set it in the right angle. I use a mallet so I don't ham fiat the nut/bolt assembly.
