Sticky v-brakes

I'm rebuilding a friend's winter beater bike. The rear v-brake is pissing me off. The arms aren't retracting well. I've replaced the cable, housing and noodle. I took the arms off, lubed the posts, and made sure the springs were firmly in the holes. I've tried each of the three spring mounting holes in the brake posts. The springs are rusted to hell. Could they just be shot?

The pivots could be hosed. Some early V-brakes were made to come apart at the pivot. Others were "pressed" in or swaged. Try shooting some lube into the pivot or bend the springs outward slightly.

is the lever not retracting well? that could posibly be contributing, but if you have replaced the cables and sutch then you would have probably noticed already.
