As far as I know Ano isn't a coating. Its more like a changing of the surface hardness of the aluminum. I'm sure you can remove the dye and sealer from the seatpost, but the ano will have to be sanded off if you are adamant about removing it.
it depends on your fit now. If you remove the ano the diameter will get smaller. If it is snug now it shouldn't be a problem, it it is loose now you may start having a problem w/ slipping/creaking.
anodized is, to the best of my knowledge, a process which essentially chemically dyes the outer layer of material. to remove it you have to remove the outer layer of metal, so yes it will affect the diameter. Unless there is a way to re-ano it, idk. send a PM to bullcrew, he knows a lot about the anodizing process.
If you have access to some decent calipers you can just strip a half an inch or so off of the very bottom. Measure the before and after. Wikipedia says an anodized layer can be UP To .006" thick. That could mean ".012 change in the diameter, that could be the difference between a post slipping or not.
