you certainly would not want to sand blast the frame. There are other media types (like ice, walnut shells, glass beads, etc) that might be applicable to this kind of work......but you would want to make SURE the guys have experience and knowledge to work with thin walled aluminum structural components.
I have done a few frames with chem stripper at home. Welds and hidden areas are about the only places that takes some work to get clean. Other than that, it is pretty much, spray or brush on.....go drink a beer....come back and break up the loose paint/apply more....drink another beer.
Once you are just a couple beers in, you will most likely be at a place to hose off the frame and then put a little attention to the little areas the held paint.
Some scotch brite, or fine steel wool will give a nice brushed look....or get fancy and polish (cotton wheel and rouge)..or re-paint, anno or whatever.
I successfully stripped my Morewood (with notoriously thick PC) with Dad's brand spray-on paint stripper, and it worked really well. Spray on, wait a couple minutes, scrape off, and you're done (of course some elbow grease is required). Any similar paint stripper should work just as effectively.
