"Directed to inciting"" means you said "go kill [whatever kind of people, leading to deaths]," or "it's time to tear this town down! BURN ALL THE STORES! [then leading to a riot.]" Jones didn't tell anyone to go kill Muslims, and he certainly didn't tell Muslims to go behead UN workers.
Jones's speech is clearly and unequivocally protected under the Constitution. The fact that theocratic barbarians react, well, barbarically to it does not take away its protections.
