Wait! Isn't Houston a "sanctuary city" where the cops can't ask about someone's citizenship during an arrest? How long has it been one?

Ahahahahaaaa! Too bad for him if he didn't bring it up, then. I'm also reading in various commentaries--nothing iron-clad credible yet--that the issue of his citizenship wasn't raised in any matter whatsoever until 4 years after the incident. Trying to find an actual source for that.

Crime happened in 1993 and at that time the Houston Police Department was not asking the citizenship or immigration status of anyone. It appears to have changed in 2006, that once arrested the Police would ask for that information.
