I think just starting out with a regular road bike would be a good start. a real track bike like that is terrible harsh ride on Anything but satin smooth surface. but enjoy.
You should see the track bike in my living room right now. A 56cm Surly steamroller with steamroller fork, king headset, fsa pro bmx carbon cranks and Ti bb, Paul hubs laced to Salsa rims, On-one bull horn bars, stem, and seatpost. It's fast and fun as hell.
I want a fixie again. Nothing is as scary as coming down california st. in traffic, avoiding cable car tracks, all while not being able to slow down. It's f'in GREAT!
