The caption on the webpage said:

The oil has leaked from a South-Korean cargo ship, the Cosco Busan, 250m long, after it his one of the pylons at the entrance of the bay in dense fog. Rescue workers are trying to sweep the oil from the sea. The Coast Guard has ordered the beach in the San Francisco area to be closed.
