On my MTB I keep my tools in a Camelbak. On my road and beater bikes I use a Burrito Wrap. Unlike the picture, I mount mine on the seat rails. Very flexible on how you can mount it to the seat rails.
I copied that Burrito wrap myself but went one better. Instead of an old toe strap I use a G3 or Voile ski strap. Those stretch tight and cannot slip. And in 5 years of use on all my skis and under the saddle of a couple bikes, I have never broken one. For the wrap portion I used a peice of cordura nylon from an old duffle bag that the zipper broke on. The best thing about these wraps is zero rattle.
