Is there a free program for making printable (w/o screen shot) thumbnail sheets (with descriptions/captions for each)?

I just did a screen shot from the thumbnails in explorer, cropped it, resized it from about 500 px wide, to 2000 px, and put a bunch of guides to get the descriptions straight. It came out pretty good, although the image quality isn't the best.
