Any al frame can be anodized. If it is painted now, the paint would have to be stripped, frame cleaned and polished, then anodized. Powder coating would be another option to consider.

Turner posted some 2004.5 annodized 5-spot frames on eMpTy BeeR and one of the questions that came up was whether existing frames can be sent off for the same treatment and Turner replied with a no.
I believe a special type of welding rod is used on frames that are anodized, hence Turner's advice. And you can strip anodization chemically (use EZ-off or another lye based cleaner) and re-anodize, although when you do, you're actually removing material from the frame in a miniscule amount...
