To anodize or not to anodize???

Any al frame can be anodized. If it is painted now, the paint would have to be stripped, frame cleaned and polished, then anodized. Powder coating would be another option to consider.
This place could probably do the anodizing:

Turner posted some 2004.5 annodized 5-spot frames on eMpTy BeeR and one of the questions that came up was whether existing frames can be sent off for the same treatment and Turner replied with a no.

According to Titus a frame can only be anodized once since it is a chemical reaction.

Since paint does not change the properties of the Aluminum, you should be able to anodize it.

I believe a special type of welding rod is used on frames that are anodized, hence Turner's advice. And you can strip anodization chemically (use EZ-off or another lye based cleaner) and re-anodize, although when you do, you're actually removing material from the frame in a miniscule amount...
