I would think that some of the cities in the south would be the better onces just because you wouldn't freeze to death in the winter.

Quite. But not entirely surprising, the area is quite well off. A lot of cities in nmorthen AZ have budget problems, the counties usually expect them to provide emergency services to the surrounding area pro bono. The hippie appearance is mainly from the crunchy students of NAU.

Keep in mind, this is not about weather or the best parks to sleep in. It is about how these city's governments enact and enforce laws.

Frankly, considering the amount of homeless in SF, I was surprised to see my city on this list. You should have seen our Mayor slip and slide when he was asked about this list. He made it seem like he want to do a better job with the homeless and get rid of them at the same time.

And HOW is San Francisco and Santa Monica ahead of New York City? Living in the subway or outside when it's 20 degrees? Paradise!

I was raised in Flagstaff and I agree it is not homeless friendly. First the weather is bad in the Winter, second it is a relativly wealthy town, third the cops having nothing to do but harrass the homeless, the bud smokers and the bikers/skateboarders

It's getting harder to empathize with the homeless in Phoenix. I've talked to many of them, and most enjoy the lack of responsibility.

There are enough organizations here that feed and water these people, there is little incentive for them to try to improve their situations.

The only people that really get on my nerves are the cardboard sign people at stop lights.

Not only are they too lazy to get a job, but they are too lazy to even ask you in person for help...

Wow! #2 on the list here, Larrytown, KS. I just moved here and didn't realize there were so many hobos around, hmm. Although I have seen a couple with dogs on the streets, so I went and bought a small bag of dogfood that I keep in the car in case I see another one, cuz you know if the dude can't feed himself, that poor doggy's probably not chowing either:angry:

I'd have to raise issue with how they came up with those cities. I work in a city bordering Santa Monica, CA. and they are know for being the most pro homeless city in Los Angeles. They don't call them the Peoples Republic of Santa Monica for nothing.

No... Santa Monica got that nickname for their rent control. There was a dumpy apartment building on Ocean and San Vicente years back that had a big hammer and sickle sign painted on with those workds. Probably still there...

That commute from Pasadena to the westside must really suck!

I think it's ridiculous to say homeless people are a waste of resources. Most have a mental illness that was made worse by drugs and now they can't help themselves. Don't people feel pity for people who have no where to go? Granted, I think people being hobos for the sake of being hobos is stupid but people who can't help themselves due to mental illness should be taken care of.

Not really I drive to work at 5:50am and drive home usually at around 730am...I laugh at all the people stuck on the 110 S going into downtown as the North bound is wide open.

But really Santa Monica has a crap load of programs to help the homeless. Hell they dumped a few million into a shelter in Culver City where they hire out school buses to truck homeless in and out. Don't ask me if I know if they clean the seats afterwards. Doubt it.
