It seems as though this was part of a larger decision for the University system to put its CS eggs in the basket of the new polytech school. And that the athletic budget had nothing to do with it, since the athletics program is a separate entity from the school budget, which nonetheless contributes megabucks to the U of F academic side.
I can't say whether it was a smart move or not by the U of F, but the headlines imply a relationship between the academic move and the athletic increase which just isn't actually there. The CS program did not go away for the athletic program's want of more funds. The academic side could have done anything it wanted with the millions contributed by athletics, and chose to use them elsewhere and cut CS entirely to boot.
I wasn't around for the creation of fortran or anything. Chemical engineering as a profession just held onto that one for a long time. I studied it at UF though so you know......my differential equations skills aren't up john's standards
