First: go here and type in "HR 163" in the "bill number" search field. Maybe I am reading this thing wrong but it sure sounds like a draft to me. Does anyone know more?

Thats right, i remember hearing that know, the same guy was accusing Dubya of a backdoor draft right?

Im not sure if he accused that or not (probably) but I saw him on the news one night saying that if congress wants to send people off to die at war, their own kids should have to risk going too, that way they'd only send troops for sure if it was a necessary cause, or something like that.

Old news, unless this is different than the bill proposed a while back. As Shirley alluded, this was not really an attempt to reinstitute the draft; it was to make a point.
