Untruing a wheel?

I built my first wheel several months ago- the process went well and the wheel turned out. I now have a back up wheel that has been "trued" several times-- probably improperly. I understand 'dish', but the drive side spokes really don't have anything left in 'em. That is, there just about as tight as they get. This is likely my error from always straigthening a bend in the rim mostly thru tigtening...

..so my question: How do i get this wheel back to nominal? That is, should I just loosen all the spokes to the point where they are even and re-tension the whole wheel? (That made me realize...I don't have money for a spoke tensioner...which, yes, is part of my problem).

Try loosening up all your spokes by 2 full turns, and see if that helps. Your wheel is probably way over tensioned. By loosening the spokes the same amount, your wheel should stay relatively true, while evening out the tension. If you rwheel is too tight, it can't be properly trued because it is fighting against itself.
