Just got adobe premier elements, cant find good save setting that keeps the quality pretty good and under 100 mb. Its either way to bad quality or is 500 mb or more. Is there a way to save it really high and then maby compress it to a lower size? Im new to this stuff so any help would be great!

Good quality = higher file size. No way to get around it. Get a bigger HDD.

Try finding a utility to convert the video to DivX... DivX encoded videos have a pretty good compression/quality ratio.
