I tried to clean it with Symantic but it can't change my system restore setting. Do you know how to do it in Win 2000Pro?

it is the download.trojan virus.

I did, I DL'd the newest update and I just ran a full system check and they didn't come up with anything.
I THINK what happened was it set this page to be my home page so when I would log on Norton would kick me these alerts but the virus never actually infected my computer but it wanted me to DL it and I never did. But I was getting these warning because it was trying to DL itself to my computer. I THINK I'm ok now.

Don't just update your definitions. Look for the specific info on that exact virus. If there are any special steps needed to clean it up, that's where you need to go to find them out.

Only then will you know for sure...

I did I went to the link it sent me when the warning pop'd up. It gave instruction for ME and XP but not for Win 2000 Pro. The only thing is said was to delete all my Temp. Internet files which I did.

have you tried stinger?

http://vil.nai.com/vil/stinger/

download and run it, and it will find and remove most viruses. the last update looks to be 5/10/04 - I'm not familiar with the virus name you mentioned, so I don't know if its included here or not, but its worth a try...
