Ha ha...I've done this at college a few times. You sign up and get an envelope with a water gun and a photo- no name or address or anything. Only rule is you can't get someone in their room. And if your target gets you first in a shootout, they are safe for the rest of the day.

Once of the dorms on campus does that, except with nerf guns. Cool concept, but gets a little old when you're trying to study and a bunch of freshman are having a fire-fight out in the hall.
